Mary-Anne Anaradoh, Thomson Reuters
Mary-Anne Anaradoh is a Senior Editor in Thomson Reuters’ Practical Law Public Sector Team. Mary-Anne qualified as a solicitor in 1998 and began her legal career as a child protection lawyer at Camden Council. Since 2000 she has specialised in adult social care, health and education law, working with professional clients on legal cases and advising senior council officers and members on a range of complex legal, policy and strategic issues. She has worked at several local authorities including Southend Borough Council where she was Principal Lawyer (Social Care and Education) and deputy monitoring officer from 2009 to 2011. Prior to joining Thomson Reuters in July 2015, Mary-Anne was a Principal Consultant Adult Social Care Lawyer at Islington Council, where she provided dedicated legal support and training on implementing the Care Act 2014 and was Chair of the Care Act Lawyers Group for the London region.
Quentin Baker, Hertfordshire County Council
In a career spanning more than 20 years Quentin has held a number of senior roles across the local authority sector and is an acknowledged expert in the areas of shared and collaborative service provision, public sector trading vehicles and corporate governance. His projects have included advising on the creation of a local authority owned bank and the establishment of one of the first local authority owned social enterprise law firms, LGSS Law Ltd. which he led through its formative years.
He has held the role of Monitoring Officer for more than 15 years and has managed several of the largest local authority legal teams in the sector. Quentin has also held Directorships for a number of companies in addition to senior roles on the boards of charitable organisations.
Judith Barnes, Bevan Brittan
Judith Barnes is an experienced local government lawyer who provides strategic advice and consultancy support, at the highest levels, requiring political awareness and sensitivity.
Judith is a Partner at Bevan Brittan and a leading individual in Chambers & Partners and Legal 500 for both Local Government and Public and Administrative Law. Olwen Brown, Anthony Collins
Olwen specialises in all aspects of local authority work and is regarded nationally as the leading national expert in local authority law, where she has a particular interest in governance matters.
With over thirty years of experience in the public sector, during which she has carried out many roles up to Chief Executive level, she provides pragmatic advice on complex matters within local government, ranging from member and senior officer issues, procedure, investigations, constitutional difficulties, management and service reviews, the devolution agenda and the interpretation of local government legislation and case law generally. She is in high demand as a presenter and trainer, as well as for her advice on purely legal matters, and the strategic issues facing the public sector and she has worked extensively on key issues facing local government. Andrew Burns, CIPFA
Andrew Burns is a Past President of CIPFA having served as President in 2017/18 and former Chairman of the Consultative Committee of Accountancy Bodies (CCAB).
Until December 2018, he was Director of Finance and Resources for Staffordshire County Council (SCC) with strategic responsibility for Finance, IT, Digital, Property, Commercial and Customer Services and was Treasurer of the Staffordshire Pension Fund. Andrew led the financial transformation programme that delivered £200m savings and significant service improvement in Staffordshire.
For his CCAB role Andy took leadership of the group representing the main UK accountancy bodies, which has a combined membership of over 380,000 professional accountants worldwide.
Andy has an MBA from Aston Business School and is also a Past President of the Society of County Treasurers.
David Carter, Former Joint Managing Director, Warwickshire County Council
David Carter has over 40 years experience in local government. He retired as Joint Managing Director and Head of Paid Service at Warwickshire County Council earlier this year. For the last 30 years he has operated at Management Board level, initially as County Solicitor and then with a variety of support and direct service portfolios including responsibility for all support services as Strategic Director of Resources for 8 years. David is a past chair of the Law Society local government group and a past president of the Association of Council Secretaries and Solicitors.
Tanya Corsie, Iken

Hannah Cottam, Sellick Partnership
Hannah Cottam began her recruitment career in Manchester in 1999, before making the move to Sydney – where she took up a position with a leading recruitment firm working as a Senior Consultant within their financial division.
Upon her return to the UK in 2004, Hannah joined Sellick Partnership as a Senior Consultant in Manchester, setting up the Legal division along with Marianne Sellick. As a valued member of the business, she went on to become Legal Director in March 2006 and then Group Director in 2008. Since then Hannah has been instrumental in ensuring the growth of Sellick Partnership, overseeing the opening of the Leeds and London offices in order to meet growing demand. Suzanne Dodd, Birmingham City Council
Suzanne has worked in Local Government for 18 years, spending most of her career as a Major Project Lawyer, and the last 10 years in Senior Management. Suzanne has worked for 5 authorities including 2 large Shire Councils and 3 Unitary Councils. Suzanne is currently the Assistant Director for Birmingham City Council Legal Services, responsible for the operation and management of the Legal Services department, which consists of approximately 180 members of staff and a budget of £7 million.
Gillian Duckworth, Sheffield City Council
Gillian is the Director of Legal & Governance and Statutory Monitoring Officer at Sheffield City Council. She is a qualified solicitor and has been with Sheffield since 2010. She works closely with senior officers and Elected Members and regularly advises on controversial, complex and sensitive matters affecting local authorities. Gillian brokered Sheffield’s unique relationship with Geldards Solicitors to provide Sheffield with greater opportunities to support other public sector bodies. Gillian has also established a relationship with the Universities in Sheffield to highlight local government as a career choice for lawyers.
Nigel Ellis, Local Government Ombudsman
Nigel is Chief Executive at the Local Government and Social Care Ombudsman, undertaking independent investigations of councils and care providers. Previously he was in charge of National Inspection at CQC and, at the Healthcare Commission, for leading high profile investigations into NHS failures including high mortality rates at Mid Staffs NHS Trust, abuse of people with learning disabilities at Cornwall Partnership Trust, and the failure of services to Peter Connolly (‘Baby P’) in Haringey. Nigel also worked in different roles in the voluntary sector, as a parliamentary lobbyist, and consumer rights researcher.
Deborah Evans was appointed in 2018 as the first Chief Executive of LLG. Having started her career in local government at Dudley Metropolitan Borough Council, she has since gone on to work in senior roles across the legal sector, including the in-house legal team of a major retailer; as a Practice Director of a law firm; in management at the Legal Aid Board; Chief Executive of the Legal Complaints Service, and most recently as Chief Executive of the Association of Personal Injury Lawyers. She has also been involved with digital claims resolution platforms such as Claims Portal and MedCo.
With a strong focus on good governance, she takes a creative approach to improving and modernising services with a view to making organisations, lean, effective and providing excellent value for money. Since starting at LLG, she has worked hard to grow the voice and influence of LLG with government and stakeholders to shape policy for the public good, developed a number of key campaigns, and has positioned LLG to deliver a full suite of membership services in an easily accessible way at low cost in order to give the members everything they need to do their jobs to the best of their ability, grow in their careers, and better serve their local communities.
Outside of work, she leads a full life with husband, two sons and a dog the size of a small horse. She organises village fetes, runs a choir, and writes and stars in the annual village pantomime. Originally the pantomime princess, she now has to settle for roles more suited to her age, being cast firstly as the ogre and more recently, the hag.
Anthony Farmer, Birmingham City Council
Anthony has worked for Birmingham City Council since 1997 in multiple roles following a career in Financial Securities for the private sector. For the last 7 years Anthony has been the Head of Practice Management for Birmingham City Council Legal Services, leading a team of 25 staff and being responsible for all legal support and practice adjacent matters such as Quality Assurance, Finance & ICT, Business Analysis and Change Management, as well as several quasi-legal functions such as Ombudsman liaison and Whistleblowing/Serious Misconduct.
Graham Farrant, Bournemouth, Christchurch and Poole Council
Graham Farrant has been Chief Executive of the new Bournemouth, Christchurch and Poole Council since 1 January 2019. He has worked to ensure a smooth transition from the four preceding councils to the new Unitary Authority - BCP Council - which is one of the largest in the country and serves a clearly defined urban population in the three towns.
Previously he worked as Chief Executive at the Land Registry. During that time he worked to create a more efficient, highly automated and faster-moving organisation with clarity of purpose and a new Vision and Values to focus on maximising the coverage of the Register and maintaining the integrity of the Register. Graham led the strategic review within HM Land Registry and a wide-ranging transformation programme and built stronger relationships across government and the wider conveyancing industry as a whole, including with local government.
Graham has considerable experience in both the private and public sectors, including as Chief Executive of Thurrock Council, where his leadership achieved significant improvements in the council’s performance and reputation, quality of service and efficiency. Graham has also served as Chief Executive at the London Borough of Barking and Dagenham and Brentwood Council.
Graham’s private sector experience includes being Chief Executive of Leisure Connection Ltd, a national operator of sports and leisure centres and a sports and business leadership consultancy.
Graham graduated from Brunel University with an MSc in Environmental Pollution Science and Thames Polytechnic, now the University of Greenwich, with a BSc (hons) in Environmental Health.
Dr Sam Fowles, Cornerstone Chambers
Sam is a public lawyer. He regularly acts in all levels of tribunal, having appeared in the senior courts both led and unled. He advises at all levels of government including the Council of Europe, shadow cabinet, regional, and local government.
Sam has a broad practice in data protection and privacy. His recent work includes representing the Commissioner of Police for the Metropolis in resisting a request for personal data relating to an investigation into child sex crimes, advising a broad variety of NGO and business on the implementation of the GDPR, and working with members of parliament on the Data Protection Act 2018. His recent work beyond the field of information law includes advising the shadow cabinet on the necessity for EU elections if the Article 50 period is extended and advising a coalition of NGOs on the impacts of post-Brexit trade agreements.
He is an experienced advocate before the information tribunal and provides advice and representation for a range of individuals, NGO and commercial clients seeking to obtain information from national and local government.

Simon Goacher, Weightmans
Simon joined Weightmans in February 2013 to head up the Local Government team. Formerly Head of Legal and Democratic Services at Cheshire West and Cheshire Council, Simon has enjoyed a long and distinguished career in local government law spanning almost two decades.
He has led on significant projects including an innovative housing stock transfer at Wirral Council and on the promotion of a private Act of Parliament. He was awarded the title of Local Government Young Solicitor of the year in 2006. As Head of Legal Services and Monitoring officer at Wirral Council, Simon was the lead legal adviser for key projects including regeneration schemes in New Brighton and Birkenhead.
In 2009, he was appointed Head of Legal Services and Monitoring officer of the newly created Cheshire West and Chester Council. This involved the creation of a single authority from four councils.
Simon has been a member of the projects boards for a number of major projects including the creation of Council-owned companies, as well as significant outsourcing and regeneration projects.
Since joining Weightmans Simon has advised a number of local authorities on powers and governance on high profile matters. He has also provided training to council officers and members on governance and ethical standards and carried out a number of complex and sensitive investigations.
Jonathan Goolden, Wilkin Chapman
Jonathan is a solicitor, and a regulatory and public sector partner at Wilkin Chapman, a top 200 law firm with a national local government practice. He has worked in, or for, local government for over 20 years and was a Monitoring Officer for 6 years.
Jonathan has investigated approximately 300 cases of the alleged misconduct of local government councillors, including many of the most complex and politically high profile. Jonathan was a member of the core drafting team for the modular constitution for English councils and undertakes a range of public, administrative and regulatory law advice for local authorities, academies, NHS bodies, charities and also companies in the chemical, logistics and offshore renewables sectors.
He has been an Independent Person and also an interim Deputy Monitoring Officer. He was an advisor to the Committee on Standards in Public Life in relation to its recent report on Ethical Standards in local Government.
He is Clerk to the Enrolled Freemen of Grimsby, a charity dating back to pre Norman times which is revitalising Freeman Street, a challenged high street in the town.

Rose Grogan, 39 Essex Chambers
Rose Grogan practises environmental and planning law, public law and procurement. Her recent notable cases include acting for the Mayor of London in the ClientEarth air quality litigation and acting for the claimants in the 2016 challenge to the Heathrow third runway. Matthew Gregson, Anthony Collins
Matthew Gregson is a partner at Anthony Collins Solicitors LLP and heads up the Employment and Pensions Team. Mark Heath, VWV
Mark remains the Returning Officer at Southampton, a post he has held since 1994. He was the South East Regional Returning Officer for the 2009, 2014 and 2019 European Parliamentary Elections, the Regional Counting Officer for the South East Region for the AV Referendum in 2011 and the European Referendum in 2016, and the Police Area Returning Officer for Hampshire for the Police and Crime Commissioner elections in 2012 and 2016. He serves on several groups convened by Government and the Electoral Commission on electoral law, policy and practice. Philip Hoult, Local Government Lawyer

Philip has more than twenty years’ experience as a legal and business journalist. He is a former deputy editor of Legal Week and ex-news editor of The Law Society’s Gazette. He also contributed to International Bar News, The In-House Perspective, the Legal Executive Journal, and the European Lawyer as well providing editorial support to law firms and membership organisations. Prior to becoming a journalist, he practised as a corporate finance solicitor in a London law firm.
Phil Horsfield, President of LLG
Phil Horsfield is the President of LLG. He has been involved with LLG from being a trainee through to being made President in 2019. He routinely speaks at events and training sessions and the focus of his presidential year is to put in place services that provide support for all LLG members. Confident and supported LLG members are best placed to support public organisations and enable the delivery of essential public services.
Phil is an experienced public sector solicitor and monitoring officer. He is regularly involved in providing legal and strategic advice to local authorities and other public bodies. He is presently the Monitoring Officer and Deputy Director of Corporate Governance at Rutland County Council. Other roles include being member of the Council Membership Committee of the Law Society.
Anne Kingsley, LexisNexis
Anne Kingsley qualified as a solicitor in October 1998. She was a partner in regional law firm asb-law in their dispute resolution team where she specialised in insolvency, debt management and regulatory law primarily for a central government client. She joined LexisNexis in 2015 and leads PSL Local Government. She volunteers as the governance officer for the amateur football team her 3 daughters play for, she has served the chair of governors for a primary school in challenging circumstances undertaking the National College of leaderships qualification in governance in that capacity. In her spare time she enjoys being walked by her Labrador and attending live music events.
David Kitson, Bevan Brittan
David is an experienced and highly respected local government lawyer who prior to joining Bevan Brittan spent almost 13 years working in local government, the latter 6 of which he was a Deputy Monitoring Officer and Senior Information Risk Owner. During this time he frequently provided advice on decision making and governance often requiring a high degree of political awareness and sensitivity and advised upon and resolved many technical and contentious issues. His in-house experience allows him to give practical advice and support reflecting both political context and the day to day issues experienced in the public sector.
He is regularly instructed to undertake investigations into and provide advice upon Member conduct and ethical standards, including instances involving particularly challenging behaviour.
David also has extensive experience providing regulatory and governance advice, training and support to all levels of local government, as well as to other public bodies including NHS Trusts, NHS CCGs, National Park Authorities, LEPs and Housing Associations. He is also an expert information lawyer and is regularly instructed to advise upon DPA/GDPR, FOIA and EIR issues, including making technical representations to the ICO and the First Tier Tribunal on behalf of clients.
Helen Lynch, Durham County Council
Helen has over 15 years as a local authority lawyer, having worked in both Unitary and District Councils. She was appointed Head of Legal & Democratic Services and Monitoring Officer at Durham County Council in 2017. Prior to that she was Deputy Monitoring Officer and subsequently Acting Monitoring Officer at Coventry City Council. Helen is also the national lead for Monitoring Officers and Governance for Lawyers in Local Government.
Phil McCourt, Wirral Metropolitan Borough Council
Philip is currently the Director of Governance and Assurance (Monitoring Officer) for Wirral MBC. In addition to this Philip remains a consultant with Weightmans LLP, where he has provided governance support, investigations and training for councils and mentoring monitoring officers. He is the current author of Knowles on Local Authority Meetings and is a consulting editor and a contributor for LexisNexis PSL.
A solicitor and a chartered secretary by training, elected as a Fellow of the Institute of Chartered Secretaries and Administrators, Philip joined local government from a not for profit organisation in 1988, as a shared district and county councils’ trainee, and was first appointed as a Monitoring Officer in 2000.
Philip was President of the Association of Council Secretaries and Solicitors (ACSeS) for 2011-2013, for which he had held the portfolio for local government powers, regulatory and constitutional matters for several years prior to that, leading in to the creation of LLG. He has produced a variety of products for local authorities, working for or in collaboration with the Improvement and Development Agency, Local Government Association, Government Departments and others. These have included the drafting of the Model Code for Members on Planning Matters, and chairing the model constitution group.
Carole Mills, Derby City Council
Carole joined Derby City Council as Chief Executive in August 2018, having held a similar role with Milton Keynes Council for the previous four years. She was previously Acting CEO at Nottingham City Council.
She has a successful track record of organisational transformation and good governance in some particularly challenging settings as both Head of Paid Service and Chief Finance Officer.
She also has a particular interest in health, wellbeing and social care. Whilst in the South East Midlands, Carole was the regional lead for the prevention work stream in the Bedfordshire, Luton & Milton Keynes Integrated Care System (aka STP), working closely with the NHS.
A CIPFA fellow, Carole was CFO at two metropolitan/unitary councils – Nottingham City and Walsall - over a 12-year period with a reputation for effective financial strategy, strong financial management and good governance, alongside an innovation and modernisation agenda.
She is also a Non-Executive Director of Midland Heart and an experienced charity trustee and school governor.
Richard Parnell, Wilkin Chapman
Richard Parnell is a Solicitor and Partner with Wilkin Chapman and advises employers and employees on all aspects of Employment Law, including unfair dismissal, redundancy, wrongful dismissal/breach of contract, sex, race and disability discrimination, equal pay, and TUPE. Richard has dealt with a number of high-profile cases in the Employment Tribunals and appeal courts, and several of his cases have been reported in the legal press. Richard advises local authority and private clients on a wide range of employment and regulatory issues and has particular expertise in handling trade union and collective disputes.
Richard received a BA Hons degree in Politics and International Relations from Lancaster University in 1995 before going on to study Law at The College of Law in York between 1995 and 1997 and later qualifying as a Solicitor in 1999. Richard also holds a Masters’ degree in Sports Law and Practice from De Montfort University in Leicester and is currently studying for a PhD in Paralympic Ethics at Swansea University on a part-time basis, which he hopes to complete in the next couple of years!

Hugh Peart is Director of Legal & Governance Services at Harrow Council, responsible for HB Public Law, one of the largest local government legal practices in the Country, and is Monitoring Officer for 3 authorities.
Huw Rolant-Jones, Eversheds Sutherland
Huw is an Employment Partner at Eversheds Sutherland having qualified as a solicitor in 1997. Huw has 20 years’ experience (10 years as a Partner) of advising the private, public and third sector clients in relation to a wide range of employment law issues from “routine” disciplinary through to mergers and restructuring issues.
Huw leads the Eversheds Sutherland Local Government Team across all disciplines and the employment and pensions team for the wider public sector. He works closely with his counterparts for the public and third sectors.
Huw also manages a number of external relationships on behalf of Eversheds Sutherland, such as the Society of Local Authority Chief Executives (Solace) and with The Whitehall Industry Group.
Huw understands the cultural ethos of each sector and tailors his advice accordingly. He is also well aware of managing the statutory constraints that apply to the public and third sectors and providing advice in that context. Roseanne qualified as a solicitor in 1994 and has specialised in public law ever since. She has worked with dozens of local authorities nationwide on some of their most innovative and wide reaching projects. These have ranged from soft services to hard infrastructure.
A strategic and procurement expert, Ros advises officers and members on delivery routes and how to optimise a major project.
Amongst her projects have been trading standards joint ventures and outsourcing, waste management from collection to EfW and emerging technologies, social care and care homes, place shaping and outsourcing of environmental services, insourcing and partnerships and LG reorganisation. Ros also has a significant central government practice advising on major infrastructure.
Stephen Tromans QC, 39 Essex Chambers
Stephen Tromans QC is recognised as a leading practitioner in environmental, energy and planning law. He has been involved in some of the leading cases in matters such as environmental impact assessment, habitats, nuisance, and waste, and in key projects such as proposals for new nuclear power stations. He represented the Mayor of London in the Client Earth litigation on air quality; and acting on a claim for breach of contract relating to delivery of obligations under the CESP scheme. He was also successful in the Court of Appeal recently in the landmark cases of OSS v Environment Agency (on the definition of waste) and Barr v Biffa (on the law of nuisance). He has an extremely wide ranging practice. Other more recent significant cases have included a major appeal under Part 2A contesting a remediation notice served in respect of a former gasworks; the successful defence for 3M against claims in tort by the States of Guernsey in respect of alleged pollution by fire-fighting foam; appearing on a judicial review in the Grand Court of Cayman in respect of the release of GMOs; a ground breaking successful planning appeal on biodiversity offsetting. He has a particular expertise in nuclear law. As well as being involved in some of the leading cases and projects, he is a Board Member of INLA UK and a member of the government’s Committee on Radioactive Waste Management.
Peter Ware, Browne Jacobson
Peter, heads up the Government and Infrastructure team and he is the deputy head of the government sector at Browne Jacobson. Peter's team of lawyers advise on all aspects of commercial activity for the public sector and those companies and third sector bodies that work with the public sector. In particular Peter specialises in complex procurement, shared services, outsourcing and public sector joint ventures.
Prior to joining Browne Jacobson, he worked as special projects adviser for Nottinghamshire County Council. His work there included working on the Nottingham Tram project and in particular the withdrawal by the County Council from its joint promotion of the programme, which had been in place for over 25 years. Peter has extensive knowledge of local authority law and he also has a diploma in local government law and practice.
Since his time with Browne Jacobson Peter's practice has spread to working more regularly with central government departments and arm's length bodies. Peter has completed a number of significant national projects in the last few years.
Peter is also finance and membership secretary for the Procurement Lawyers Association, a member of the editorial board for procurement online at CIPFA, a member of the editorial board for Local Government at Lexis Nexis and he is a regular public speaker at national and international events.
Damien Welfare, Cornerstone Barristers
Damien Welfare is a barrister at Cornerstone Barristers, who specialises in Information Law. His practice covers advice and representation on complex Data Protection, Freedom of Information (‘FOI’) and Environmental Information Regulations (‘EIR’) matters. He also provides well-received training seminars for Data Protection Officers, FOI or Information Officers, and lawyers in these fields. Damien came to the Bar in 2001, following nearly twenty years as a policy officer in local government. He is the author of ‘Cornerstone on Information Law’ (Bloomsbury, 2019).

Owen Willcox is the Senior Editor for Public Procurement in the Public Law team. He has held positions as Public Services Partner with Geldards, Senior Solicitor with Lawrence Graham, Interim Head of Legal Services at EEDA, and Head of Legal and Democratic Services and Monitoring Officer at Harlow District Council. He has extensive experience advising a wide range of local and public authorities on procurement and governance issues in relation to major town centre and other regeneration schemes, competitive tendering of local authority services and establishing new corporate vehicles for public services delivery.
Shamsher Zada, City of Wolverhampton Council
Shamsher is a Solicitor within City of Wolverhampton Council’s Legal Services Department advising on all aspects of Local Government Law, Governance and Contracts. He has also advised on several high-profile projects including the formation of the West Midlands Combined Authority, Black Country Regional Adoption Agency (Adoption@Heart) and Wolverhampton’s HeadStart programme. He has experience advising on a wide range of issues and policies including the introduction of new legislation and guiding local authorities on how to successfully implement the legislation. He has significant experience of service transformation both in providing pivotal strategic advice and playing a pro-active role as a member of the legal team to both identify areas of business process re-engineering, service redesign and assessment of alternative business models.
In addition to his post of Solicitor, Shamsher has successfully completed the CIPFA Certificate in Corporate Governance, provided support to the Monitoring Officer on Governance, and Regulatory and Standards issues across the Council. Shamsher plays an active role in Lawyers in Local Government where he is both a Director and a National Lead for Junior Professionals which involves supporting junior professionals and working with the Corporate Partners of LLG to facilitate the delivery of training needs and networking.
